On December 27, 2025, President of the Kyrgyz Republic Sadyr Japarov participated in the official launch ceremony of an eco-technological plant for generating electricity from solid household waste at the Bishkek sanitary landfill.
In his speech, the President recalled that the city’s solid waste landfill was commissioned in 1974 and had been operating continuously since then, accumulating approximately 20 million tons of waste over the years. He noted that Bishkek had long faced a critical problem with solid waste management, with up to 1,500 tons of garbage removed daily, negatively affecting the city’s environment. Despite years of discussion, no systemic solution had been implemented.
To address this, international best practices were studied, including those from the People’s Republic of China. Following a visit by a Bishkek city delegation to Changsha and an inspection of the high-tech company Hunan Junsin, specializing in comprehensive waste processing and environmental projects, a strategic cooperation decision was made.
As a result, in 2024, the Cabinet of Ministers of Kyrgyzstan signed an investment agreement with LLC “Junsin Huanbao Key Zhi Invest” to implement modern, environmentally safe waste management solutions.
“The eco-technological plant we are opening today will be the first of its kind in Central Asia for generating electricity from waste. Its construction will significantly improve the ecological situation in the capital and contribute to electricity supply for residents,” the President said.
He added that total investment in the project amounted to $95 million. Twelve hectares of land were allocated for the plant, with all financing provided entirely by the investor.
President Japarov also recalled previous attempts to construct a waste-to-energy plant. Before 2020, €22 million had been raised from European countries, of which €16 million was misused, preventing construction. The remaining €6 million was returned to investors, while the city of Bishkek is currently repaying the misused €16 million. He emphasized the importance of strict financial control.
Construction of the plant was completed in 1.5 years, despite a planned two-year timeline. The project concession period is 35 years, after which the plant will fully transfer to the state.
The plant will process up to 365,000 tons of waste annually and includes a clean condensing turbo-generator power station with a capacity of 30 MW. For comparison, this equates to saving about 80,000 tons of coal and reducing carbon dioxide emissions by approximately 100,000 tons. Initially, the plant will process up to 1,000 tons of waste per day, with capacity gradually increasing in later stages.
The project addresses waste processing, generates electricity, and creates new jobs. Similar plants are planned in Osh, Balykchy, and Karakol, with investment agreements currently under negotiation.
President Japarov expressed gratitude to all who demonstrated political will to solve the long-standing waste problem and to the investors who contributed to the project. He awarded the CEO of LLC “Junsin Huanbao Key Zhi Invest,” Dai Dao, the “Dostuk” Order for significant contributions to the plant’s construction.
During the event, the President was shown the full technological cycle of waste processing, including the reception and unloading zones, thermal treatment area with high-temperature furnaces, and the central control unit managing all production processes, including electricity generation and environmental compliance.
The plant is equipped with advanced technology and fully meets current ecological requirements and international standards. A line for processing resulting slag and ash into construction materials was also presented.
Finally, the President spoke with residents living near the landfill, who shared that they had suffered for years from smoke, unsanitary conditions, and scattered garbage, affecting especially children and the elderly. They expressed sincere joy, noting that the new plant will greatly improve the environmental situation and serve as a significant and long-awaited New Year gift.
