On October 3, 2025, a working meeting was held with the participation of Aйнура Орозбаева, Deputy Minister of Labor, Social Security and Migration of the Kyrgyz Republic; Viktoria Mozgacheva, Deputy Mayor of Bishkek for Social Affairs; leadership of the Department of Social Development of Bishkek City Hall and its territorial divisions, including heads of family and child support departments; representatives of SOS Children’s Village; and chairpersons of commissions on children’s affairs.

During the meeting, practical issues were discussed regarding the implementation of the norms of the Kyrgyz Republic’s Code on Children and related regulations, identification of gaps and challenges in law enforcement practice, and the development of proposals to address them.

The Department of Social Development presented a report highlighting identified problems and proposed solutions based on an analysis of current legislation governing the protection of children’s rights and interests.

Viktoria Mozgacheva proposed establishing procedures for interdepartmental coordination among responsible services concerning children in difficult life situations who have arrived in Bishkek from other regions.

As a result of the extensive discussion, it was proposed to create a working group to develop amendments to current legislation on the protection of children’s rights and interests.
