The capital city is actively implementing a program to upgrade elevator equipment.
For example, a new modern elevator has been installed in Building No. 1, Microdistrict “Tunguch”, in the first entrance.
As part of the modernization program in 2025, the replacement of 124 elevators is planned, and more than 50 elevators have already been upgraded across the city.
The municipal enterprise “BishkekGorLift” reports:
To have your elevator included in the modernization list, it is necessary to submit an application and to establish a Homeowners’ Association (HOA). Once included in the list, your elevators will be replaced.
1. Transfer of Elevators to Municipal Ownership
For buildings constructed before May 21, 2002, elevators are transferred to municipal ownership according to Resolution No. 197.
A mandatory condition is the presence of a Homeowners’ Association (HOA).
Required documents (to be submitted to the Municipal Management of Services, Bishkek, 246 Chokmorov Street):
Application from a legal entity (HOA/Condominium);
Minutes of the general meeting of residents (with consent from at least 51% of owners);
Elevator inspection report (no older than 1 year);
Technical passport of the elevator;
Founding documents of the HOA;
Document confirming the authority of the applicant.
2. Inclusion of an Elevator in the Modernization Priority List
An HOA is also required.
According to Resolution No. 170, the following must be provided to BishkekGorLift:
Minutes of the general meeting on the need for modernization;
Application from the HOA chairman on behalf of residents;
Notarized founding documents of the HOA;
Copy of the chairman’s passport;
Copy of the HOA registration certificate (both sides).
