In accordance with the Law of the Kyrgyz Republic “On Road Traffic,” the Bishkek City Hall has developed, and subsequently adopted by the Cabinet of Ministers of the Kyrgyz Republic, the Cabinet of Ministers Resolution No. 183 dated April 7, 2025, “On Approving the Procedure for Regulating the Activities of Legal and Physical Persons Related to the Operation (rental, lease, etc.) of Personal Mobility Devices.” Clause 9 introduces a requirement for an integrated speed limiter set at 25 km/h.
This procedure also includes provisions for the possibility of seizing scooters if left outside designated rental zones in public areas for more than three hours. The allocation of municipal land plots for rental/lease points of personal mobility devices is carried out by local self-government bodies on a paid basis, according to procedures determined by local keneshes.
In this regard, the Bishkek City Hall has developed a draft resolution of the Bishkek City Kenesh, “On Approving the Procedure for Providing and Using Municipal Land for the Placement of Personal Mobility Devices in Bishkek,” which has been submitted for consideration.
Thus, local self-government authorities will have the right to regulate the placement of scooters, introduce additional restrictions on their operation, storage, and removal. The draft also provides for the designation of specific zones in the city for placing personal mobility devices to prevent their disorderly parking throughout the city.
Additionally, operators of personal mobility devices have already taken measures by prohibiting scooters from being left on roadways and pedestrian areas that obstruct movement. At the same time, user culture remains a significant factor, as each user ultimately decides where to leave a scooter, and a responsible approach can prevent creating obstacles for other city residents.
