The Bishkek City Hall reminds companies providing rental and delivery services using personal mobility devices (PMDs), as well as taxi drivers, of the need to strictly comply with the law.
According to the Resolutions of the Cabinet of Ministers of the Kyrgyz Republic №183 (April 7, 2025) and №191 (April 9, 2025):
PMDs may be used by persons over 14 years old, taking into account their weight and available bike infrastructure;
Mopeds are allowed only from 16 years old, and riding on sidewalks and pedestrian paths is prohibited;
PMDs must be equipped with a speed limiter up to 25 km/h, brakes, a horn, reflectors, and a headlight;
Companies are required to monitor PMD movements and prevent them from being left in public places;
Users are responsible for traffic violations and any damage caused.
The City Hall continues to receive numerous complaints about dangerous behavior by electric scooter, moped, and “Yandex” taxi drivers — including speeding, riding on sidewalks, and parking near crosswalks and bus stops. Such actions pose a threat to pedestrians, especially children and people with disabilities.
The City Hall demands immediate elimination of violations and full compliance of all rental, delivery, and taxi services with legal requirements.
In case of inaction and repeated violations, the City Hall will initiate suspension of the activities of companies that fail to comply with established standards.
