On November 26, 2025, a working meeting was held at the Bishkek Mayor’s Office with a delegation from Henan Province, China, which included representatives of Henan Water Construction Group and affiliated organizations.
The delegation was led by Mr. Chang Zheng, Henan Province Ambassador for Cooperation with Central Asian countries and a member of the Zhengzhou City Council.
From the Kyrgyz side, the negotiations were conducted by Deputy Mayor of Bishkek and Director of the Fuel and Energy Complex Department, Nurgazy Kurmanbekov, with the participation of representatives from relevant municipal services involved in the city’s development sectors.
During the discussions, the parties addressed the expansion of cooperation between Bishkek and Henan Province in the following key areas:
- Exploring the possibility of establishing sister-city relations between Bishkek and Zhengzhou;
- Cooperation in hydrotechnical construction, including development of facilities related to electricity generation;
- Well drilling and the use of modern technologies to improve the reliability of the capital’s water supply;
- Implementation of modern water resource accounting and monitoring systems, including the installation of water meters and specialized measurement equipment for Bishkekvodokanal;
- Training and professional development of municipal specialists in Henan Province institutions in areas of urban management, water resources, and communal technologies.
At the conclusion of the meeting, both sides expressed mutual interest in further developing practical cooperation, exchanging experience, and working on specific technical and organizational solutions.
The Bishkek Mayor’s Office expressed appreciation to the Chinese delegation for the information provided and their openness to joint work aimed at improving the capital’s engineering and communal infrastructure.
