A meeting with representatives of companies operating personal mobility equipment was held at the Mayor's Office of the capital.
We discussed the adoption of measures to regulate the activities of SIM placement in Bishkek city.
The Bishkek City Mayor's Office, pursuant to the instructions of the Presidential Administration of the Kyrgyz Republic and the Law of the Kyrgyz Republic “On Road Traffic”, developed and subsequently adopted a resolution of the Cabinet of Ministers of the Kyrgyz Republic “On Approval of the Procedure for Regulating the activities of Legal entities and Individuals related to the operation (rental, rental, etc.) of personal mobility equipment” dated April 7, 2025 year No. 183.
A means of individual mobility is a vehicle having one or more wheels (rollers) designed for individual human movement through the use of an engine(s), including, but not limited to, electric scooters, electric skateboards, gyroscuters, segways, monowheels.
According to this document, personal mobility equipment must be equipped with the following elements:
- registration number;
- a flashlight;
- rear brake lights;
- front retroreflector;
- side reflectors;
- Built-in speed limiter up to 25 km/h.
Following the meeting, the Bishkek Urban Planning and Architecture Department was instructed to review the NPA on the issue of obtaining parking spaces for SIM.
The Municipal Inspectorate of the Bishkek Mayor’s Office, together with the MP “Center for Digital Technologies”, was instructed to check the activities of SIM operators in terms of compliance with the red zone, compliance with the requirements for the presence of built-in speed limiters (up to 25 km/h). The MP “Center for Digital Technologies” was also instructed to analyze the technical capabilities of SIM tracking to streamline their placement in the city.
UPSM employees in Bishkek were instructed to conduct raid operations.
