The Bishkek Mayor’s Office hosted a board meeting on the results of the first half of 2025, dedicated to issues of performance discipline and compliance with legislation in the field of municipal service.
Kubandyk Akmatbekov, Head of the Department of Organizational and Control Work, made a report on this issue.
According to the results of the first half of 2025, the volume of document turnover in Bishkek Mayor’s Office amounted to 62,863 documents, which is 11,645 documents more than in the same period of 2024, or 22.7% higher.
It was noted that the state of performing discipline has improved compared to 2024.
So, if last year the deadlines were violated for 2,312 documents, then in the first half of this year this figure decreased to 495 documents.
At the same time, disciplinary measures were applied against 146 employees for improper performance of their duties in the first half of 2025.
In addition, 96 employees were rotated, and 105 employees were relieved of their posts.
In 6 months, the mayor's office officially received 3,418 appeals from citizens, which is 504 more appeals compared to the same period last year. One of the reasons for the increase in citizens' appeals was the lack of interaction and the low level of organization of the work of structural units for visits and consideration of citizens' issues on the ground.
Following the meeting, it was decided to apply disciplinary measures to the heads of structural divisions of the Bishkek City Mayor's Office for improper performance of their official duties, including regulatory legal acts, instructions from higher authorities, as well as untimely and substandard consideration of citizens' appeals.
Mayor Aibek Dzhunushaliev noted that it is also necessary to take special control over the work with citizens' appeals in the My City application.
"We need to develop this application and strengthen the responsibility of city services."- said the head of the city.
It was instructed to create a working group and analyze the responses to citizens' appeals and take appropriate measures in case of violations.
