On September 10, 2025, a meeting on the prevention of delinquency and juvenile delinquency for the 2025-2026 academic year was held at the Mayor's Office of the capital. The meeting was chaired by Deputy Mayor of Bishkek Victoria Mozgacheva.
During the meeting, measures and a joint action plan aimed at preventing conflicts and offenses among and against children were considered. Special attention is paid to the prevention of cyberbullying, smoking, and substance use, as well as the protection of children in difficult social conditions.
The Deputy Mayor stressed the importance of timely responding to changes in teenagers' behavior, actively working with the parent community and holding explanatory meetings, as this practice has proven its effectiveness.
It was emphasized that it is important to involve children who are registered with the school and the juvenile affairs inspectorate in the public life of the school, cultural and sports events. This will help them develop positive habits and healthy life orientations.
Following the meeting, Victoria Mozgacheva instructed the district education centers, the Department of Education of the Mayor's Office, deputy heads of district administrations and specialized services to take prevention issues under special control, establish close cooperation with children and their parents, and adopt a comprehensive action plan aimed at reducing offenses among adolescents.
